Focus on Climate Solutions Amidst Global Conflict
A top advisor to the Azerbaijan government announced at a media briefing that the upcoming climate conference (COP29) in November will prioritize "peace" and "truce" to allow countries to collaborate on climate solutions despite ongoing conflicts.
Building on Previous Commitments
COP29 will aim to advance the agenda points established at COP28 in Dubai, including a firm commitment to transition away from fossil fuels and achieve net-zero emissions by 2050.
Azerbaijan's Role as Host
As the host nation, Azerbaijan will lead COP29 discussions and guide countries towards consensus on tackling the climate crisis.
Urgency of the Climate Crisis
Most countries acknowledge the urgency of the climate crisis and the need to limit global temperature rise to 1.5°C above pre-industrial levels by the end of the century.
Financing Climate Action
A persistent challenge and source of division between developed and developing nations is the incomplete fulfillment of a 2009 pledge (Copenhagen Summit) by developed countries. This pledge promised to mobilize $100 billion annually between 2020 and 2025 to support developing countries' climate actions. A key objective in 2024 will be to establish a new annual target exceeding $100 billion and determine whether this funding will be provided as grants or loans.
Call for a "COP Truce"
Hikmet Hajiyev, a top advisor to Azerbaijan's President, highlighted the need for an atmosphere of peace to facilitate productive discussions. He stated, "The world is divided... but the climate issue affects everybody and needs an inclusive process. So, we are proposing a COP-truce. During the COP [meeting], all cannons should stop." He referenced the Russia-Ukraine war and indicated that he had discussed this proposal with the UN.
