Who are Overground Workers (OGWs)

This term is officially used in Indian security and intelligence vocabulary, especially in Jammu & Kashmir and left-wing extremism areas.
Meaning:
“Overground workers (OGWs)” are non-combatant supporters of terrorist or insurgent groups. They do not directly engage in violence but help in logistics, communication, recruitment, propaganda, and intelligence gathering for terrorist outfits.
Examples:
People who arrange safe houses, transportation, or weapons for militants.
Those who collect local intelligence (like security movements).
Propagandists or recruiters on social media or through religious/ideological networks.
Legal or political fronts that provide cover or sympathy for banned outfits.
